We looked hard at both platforms. For our purposes of testing email campaigns and monitoring analytics, both seemed to offer very similar tools. EOA was significantly cheaper. Had it for right at a year, and although I wish it could better organize data over time, it largely has been a win for us.

We picked Email on Acid (EOA) for testing. Despite their funny name, they offer inexpensive plans (when compared to Litmus) with unlimited email + SPAM testing and good documentation.
